Khyber-Pakhtunkhwa (K-P) Caretaker Chief Minister, Muhammad Azam Khan, underscored the pressing necessity to modernize the training of civil servants.
Recognizing the rapid pace at which the world is evolving due to new scientific methods and swiftly changing international dynamics, he emphasized the imperative for states and nations to harness all available resources to effectively address the challenges of the modern era.
During his visit to the National Institute of Management in Peshawar, Chief Minister Khan attended the graduation ceremony of the 33rd Senior Management Course. Certificates were distributed to graduates from various service groups in recognition of their successful completion of the comprehensive course.
Addressing the assembly of participants, Chief Minister Khan extended his heartfelt congratulations, highlighting the pivotal role of capacity building in ensuring sound governance.
He regarded the Senior Management Course as a profound learning experience, enhancing the competencies of civil officers and equipping them to navigate the complexities of their roles.
Expressing optimism, he envisioned that those who had completed this training would serve their communities with heightened effectiveness and efficiency.
Stressing the need for continuous reinforcement of knowledge and skills among public servants, he emphasized that policymakers must attach significant importance to enhancing the capacities of those serving the public.
Khan outlined fundamental principles that underpin public service delivery. Firstly, he emphasized the importance of adopting the right mindset, clarifying that public servants are not rulers but rather servants, paid from the taxes of the people they serve. Secondly, he underscored the principle of political impartiality, highlighting that public servants must remain neutral in their professional capacities.
While policy-making remains the prerogative of the incumbent government, the CM acknowledged the collaborative role public servants play in implementing these policies. He urged civil officers to provide honest and factual input to assist political leadership and policymakers in making informed decisions.
Drawing inspiration from Quaid-e-Azam Muhammad Ali Jinnah’s guidance for civil servants, Khan continued to expound on the third core value: fair play and transparency. He stressed that nurturing a culture of fairness and transparency in all official matters and the system of public service delivery is integral to the nation’s progress
