Federal education heads get financial autonomy

Secretary has transferred all powers, including budgetary control, to these heads for speedy working

As part of streamlining hassle-free working, Federal Secretary of Education Mohyuddin Ahmad Wani has delegated financial and administrative powers to the heads of educational institutions owned by the federal government.

Acting as the Principal Accounts Officer, the secretary has transferred all powers, including budgetary control, to these heads for speedy working. Policy guidelines regarding the transfers of teaching and non-teaching staff have been issued.

Principals and headmasters will have powers in administrative matters as well. The Ministry of Education has directed the federal education department to issue directives in this regard. Last week, the powers of the directors of the federal system of education were also transferred to the principals and the portfolios of the directors were changed.

The department has further issued the policy guidelines for the transfer of teachers up to grade 20 and non-teaching staff up to grade 17. The mutual consent of both heads will be required for the transfer of any employee (teachers and non-teaching staff).

In case of mutual consent, the notification of the transfer orders of any employee will be issued by the head of the placing organization if the head of the organisation desiring the transfer sends his consent in writing.
